The HSE overpaid staff by more than €20m in the last two years but €10.9m of the money has yet to be returned.
Last year, the HSE had salary overpayments of €12.7m to 5,856 employees and €6.8m is still outstanding. In 2022, it paid 3,837 staff €7.8m too much and is still waiting for €4m to be repaid.
